A buyer placed an order in my store in January. I shipped it out. A month later,
they file a chargeback with their credit card company, saying they did not authorize
the payment. (NOT that the item didn't arrive, but that the payment itself
should never have been charged to their card.)

Another month later, Paypal sides with them, and reverses the payment and charges
me a $20 fee on top of it.

I looked at their feedback today, and it appears they have done this to at least
one other seller recently.

Too much time has passed for me to file a non-paying buyer (and the rules seem
to indicate that it would be removed even if it was still in the timeframe).
It's too late to change my feedback for them.

What is the official process for me?

And Stripe recently changed their terms so that you get dinged for the $15 even
if you win (because they get charged by the bank regardless)

Shouldn't this be what our BL fees go to, stepping in to vouch for multiple
sellers that got their money taken away?

They quickly step in when multiple buyers get the shaft.

After over 1500 orders, I had a buyer who left me my first bad feedback "packing
was not very good."
. He never communicated me about the order. I contacted
him to know how I could resolve an issue. He did read my message but did not
respond. I see
- he does not want any resolution (was everything received as described?), no
refund and does not want me to send him any missing parts.
- That was a very small order. I shipped it with light packing material to make
the package under 100gr and make shipping costs as low as possible. There were
no fragile part in the set. (Shipping includes insurance) I believe he received
everything.
He punished me for my effort to save on shipping costs and shipping material.
Either he is a difficult buyer, or he is somebody that I have stoplisted and
he orders with a duplicate account and leaves a bad feedback to make a point,...
I don't know. But

I see a chargeback is a much worst thing to happen.
To OP: I would call PayPal and give them tracking number,... and asked them if
they can appeal the decision or at least, they ban the buyer from PayPal.

I had the same thing happen to me several years ago. In my case, it was an underage
buyer who used his parent's credit card without permission. I did go through
the Paypal appeal process, and sent paypal all sorts of communication I had with
the buyer, (in which they were ecstatic about receiving the parcel, and another
one in which they apologized for the problem, but his Dad cancelled the payment).
Paypal eventually found in my favour, and returned most of the cost, (minus
some fees). If I recall correctly, the credit card issuer was involved in some
manner.

A chargeback is very different from a PayPal dispute. A chargeback is between
you and the credit card company, with PayPal acting only as an intermediary.
If the credit card company reverses the charge then PayPal won't do anything
about it.

Did you appeal the decision? Maybe the process has changed, but I thought the
buyer had to return the item(s) where delivery is confirmed.

Also:

* I won't leave feedback until tracking shows the order as delivered. Some
sellers won't leave feedback at all unless a buyer does first.

* Whenever I sense a problem with a buyer, as a precaution I delete feedback
I left and stoplist. If things work out ok I can always leave feedback later
and remove them from the stoplist.
