I was taking apart my set when I realized that the 2 transparent heads were listed
as 3626c, but I got 28621. Also, Brickset also listed it as 28621. Did I get
the wrong parts or are these parts listed wrong on Bricklink?

It's very possible there are alternates - that is, some are "c" style
heads and some are 28621-style (which only, AFAIK, appear among translucent colors).

Inventories are made, and completed, by members who have the sets in hand.

IOW: as you have the set and, IIUC, it was not mixed with other sets, you can
fill the form to add the parts to the Alternate section

As far as we know - if you found another type then it can be added to the inventory
as an alt.

), there’s two links:
— one to the change request form: https://www.bricklink.com/catalogInvChange.asp?itemType=S&itemNo=21154-1
— one to show the Inv Items id: https://www.bricklink.com/catalogItemInv.asp?S=21154-1

The second will help you fill the first.

For your change, you want to add 2 Alternate lots and change 2 Regular ones,
so that’s 4 requests (= you enter 4 on the first form).

Then you fill:
— 2 lines with ‘Action Code’ “Add” to add the Alternate, you fill the “Item No”,
“Color ID”, “Qty” columns, you set “Inv Section” to “Alternate” and in the “Match
ID” column, you put “1” for one and “2” for the other.
— 2 lines with ‘Action Code’ “Change” for the 2 existing lots, you only fill
the “Inv Item ID” column with the Inv ID on the left in the inventory (second
link), so “963174” and “963108”, and “1” or “2” in the “Match ID” column (to
match the new Alternates with the older variants).

Then you add a note to tell the admins where/how you found the variants.

Well, it looks complicated explained this way but it’s actually rather simple
