So how many minifigures are in the new set? Is Lego not counting the statues
as minifigures? How many statues are there? Who are the statues? When looking
at the listed minifigures on Lego.com there are three missing. Who are they?

15 + 4.

Is Lego not counting the statues as minifigures?

Nope.  But I think BrickLink will.

   How many statues are there?

4.

   Who are the statues?

Huey, Dewey, Louie, and Toto.

When looking at the listed minifigures on Lego.com there are three missing. Who are they?

Gloin (Gimli’s father), and two unnamed Elves.

Actually it looks like there are 5 1/2 statues. Will the 1/2 statue (statue
with "Shards of Narsil" sword) be given a status as a minifigure. Just
curious.

Ah yes, I misunderstood one remark about the diversity (male/female × two-sided
heads = 4 possibilities).

Hmm, indeed.  Hard to say if it’ll be a minifigure.  I think busts (head & hair
on a brick-built form) aren’t.

Problem solved: that statue is a complete minifigure, she has a

One of the unnamed Elves - the blonde one - is female; the other one is dark-haired,
so neither of them is Glorfindel (who isn't in the movie in any case - and
this set is based on the movie).

I would assume since that since they are minifigs - but are also a part of the
actual structure - they aren't treated like normal minifigs. does that make
sense? Like, people buy sets, remove minifigs, and resell incomplete sets, but
if you did that with this you're sort of ruining the set.

BUT, the statue in Set #79014, Dol Guldur Battle, is a minifigure - LOR090.
and the statue (set of armor) in Set #71040, Disney Castle, is considered a minifigure
- dis023. So why wouldn't the 5 statues in the Rivendell set also be minifigures?
The half statue missing the legs in the Rivendell set is another question.
It has the torso, arms, head & hair - just no legs.

The statue in 79014 was not classed as a minifig by LEGO and it didn't make
the figures panel on the front of the box. It is considered a minifig here though.
I expect the full Rivendell statues to be treated in the same way.

Yes, they will.
