I have a buyer who purchased some items, and the address he provided was seemingly
valid. USPS.com validated it with the zip code. However, USPS returned the item
to me only with the reasoning "Addressee Unknown". The item was shipped
to the address the buyer provided.

When I discovered the problem, I asked the buyer to reach out to his local post
office to see what could be done (hold the package, tell them he's a real
human, etc), but he waited 4 days to respond, and in that time the package has
come back to me.

I have offered a refund for the cost of the items, but stated that shipping was
non-refundable. After all, USPS wouldn't refund me because they carried it
there -- and back -- and they view the transaction as completed.

Does this sound reasonable? Does the buyer have any other leg to stand on?

Seller protection only works if the package is delivered the address used in
Paypal. They then cannot claim it was not delivered & win. If the parts came
back to you, I would issue a full refund ( hopefully they paid you for the shipping)
and you block them in BL ( Problem center) and move on and sell the parts again.

Seller protection only works if the package is delivered the address used in
Paypal. They then cannot claim it was not delivered & win. If the parts came

This would make it seem that burden always falls on the person shipping the items,
even if the buyer provides an incorrect address or potentially has an expired
mail forward? That seems ... not right.

It sounds about right. It might not be "fair" but it's the position
sellers are in.

“Addressee unknown”: you mailed to “Johnny Doe”, the mailbox said “John
Doe & familly”, the mailperson was confused….

I once had an international package that was shipped to the Paypal address returned.
The buyer had moved from the address but had a friend living at the address.
I refunded the cost of the items to the buyer and Paypal refunded the shipping
cost to the buyer. If I were you I would contact Paypal to ask.

Yes, this sounds reasonable.

They could file a PayPal dispute claiming the items were never received, and
most likely win.

"Addressee Unknown" implies it's the buyer's name that is the
problem, not necessarily their street address (which is why USPS didn't catch
it). Reach out to the buyer and ask them to verify their address; it could simply
be that they forgot to update it after moving.

Contact the buyer. Ask them to verify their address. If it is different than
the one on Bricklink or PayPal, advise them to change it on both platforms.

You could then offer to reship the order if the buyer is willing to pay for shipping
costs again.
