Hi,
I'm in the US and rarely sell internationally. I recently sold parts and
shipped them to Norway. VAT charges were included by BL and at the top of the
orders page was clickable links to download the receipt and IOSS No. papers needed
for shipping. Very easy to understand.
I now have an order to Moldova, part of the EU. These links were not at the top
of the orders page and no VAT has been automatically charged. The only thing
that shows this is an international order is the declarations form filed out
at ShipStation.
I have read the BL help pages and am more confused than when I started.
How do I get this same information for this Moldova shipment?

Why didn't BL include VAT charges, and how do I make sure the customer pays
the VAT instead of me?

Currently Moldova is a candidate for EU membership, not a full member, I don't
know what that means with respect to VAT - I suspect it means it won't be
collected.

The shipping label has the package being sent to the Global Post shipping center
in Calif.
Do I need to attach a copy of the receipt to the outside of the box, using one
of those transparent envelopes?

I just write "CUSTOMS" on a regular envelope and tape it to the outside
of the package.

That's a good idea. I started using the envelopes because I have a whole
box that likely won't be used for anything else.

I doubt an envelope attachment is even needed as all the data is sent electronically.

It’s a mandatory failsafe.

Customs use it when there’s something wrong with the electronic data… or because
your package was chosen for sample inspection.

No need to since VAT wasn't paid by the buyer - just fill out the customs
form as normal and the buyer will pay the customs fees and/or VAT on delivery
or pickup.

know what that means with respect to VAT - I suspect it means it won't be
collected.

Indeed, at the moment, Moldova is not in EU, not in the Common Market, not in
the VAT Area.

And note that Norway isn’t in EU either.  They have a similar marketplace law
but BL doesn’t collect VAT there.  So I’d say your previous experience wasn’t
in Norway… maybe a neighbour country?  (They all have similar flags… well, all
the countries have similar flags!)

that shows this is an international order is the declarations form filed out
at ShipStation.
I have read the BL help pages and am more confused than when I started.
How do I get this same information for this Moldova shipment?

As far as I am concerned, if BrickLink doesn't provide you with VAT papers
or an IOSS number then there's nothing you need to do apart from fill out
the customs declaration as usual. Moldovan customs will collect import taxes
from the buyer if necessary.
