A buyer is requesting to cancel his order, which I am ok with, but I'm having
trouble cancelling it. He paid via instant checkout so the item is already paid
for. I followed the order cancellation instructions that are here:

Here's what the link above says in regard to me cancelling the order:

If you are the SELLER in the transaction:

Go to the Problem Order page and enter the order ID. If the order is eligible
for cancellation, you will see the option to file an OCR.
Select the option to file an OCR & select a reason for what happened (a comment
is also required). Click the Take Action button.
You will now see the option to cancel along with options for returning the order
items to your inventory. Review the inventory options, select the option to cancel,
and click the Take Action button. *Please note: If you selected the option to
edit items before returning them to your inventory, you will need to go through
additional steps before the cancellation is finalized.

Unfortunately, when I enter the order ID at the Problem Order page, the next
page the Current Problem Status comes up as "None".

I've even tried opening the order directly and clicking "Request to cancel"
near the top of the screen. It brings me to that same Problem Order page where
the Current Problem Status says "None".

I even tried changing the Order Status from Paid to "Packed" to see if
that would help:

Order Cancel Request (OCR)

If an order is placed and it is not valid, the buyer or seller may file an Order
Cancel Request. To file an Order Cancel Request, go to the Problem Order page,
enter the order ID and the option to file an Order Cancel Request will appear
if the order has status of one of the following:
Pending
Processing
Ready
Updated
Packed
The order status will change to OCR and the seller will have the option to Cancel
the order with no penalty to the buyer. It is strictly up to the seller to decide
whether or not they wish to cancel the order.


Am I doing something wrong? Does the buyer need to be the one who cancels the
order in this situation? Do I need to refund the order before cancelling or something?

As far as I can tell, the order is eligible for cancellation since we have mutually
agreed to cancel it.

I haven't gone through the process myself, but I did think IC orders had
to be refunded through the site first.

Jen,

Thanks for the advice. I just fully refunded the order. It said it could take
5-10 business days to go through since it was a Stripe payment, which is fine.

I'm still, however, curious how to officially cancel the order on my Orders
page - I run into the same problems that I previously mentioned when I request
to cancel the order ...weird. I wonder if the refund has to fully process first
before the order can be officially cancelled and so that the cancelled item can
go back into my store inventory. It's still showing up as "Packed".
Maybe I'll sit tight and wait to see.

before the order can be officially cancelled and so that the cancelled item can
go back into my store inventory.

OF COURSE it must be fully refunded before.

Otherwise people would have paid for "nothing" before the seller cancels
the order.

The fact money takes 5/10 days or not doesn't count; as soon as fully refunded
you can cancel.

You are correct! Thanks for the answer. I just switched it to Ready and now it
will finally let me file an OCR. Do you know if it matters (makes me look bad)
if I'm the one who files the Order Cancel Request since it was the buyer
who initially reached out to me to cancel, or does it not matter at all who files
the OCR?

It doesn't matter, in any case you can cancel once you've filed the OCR.
