for you or does it force you to buy the parts too?

It puts the base in one step and the picture in another. For more detailled
instructions, you’ll need to do them yourself:

Unless you’re asking if it can be limited to parts you own / parts from an official
set?
In that case, yes & no:
— yes: you can limit the choice of parts (colours) to a given palette,
— no: it doesn’t care about quantities.
