I’ve just received my first nss from a new to bricklink buyer. He’s actually
received the order which is missing 4p worth of parts so gone down the nss route.
Can he now claim a refund via PayPal for the full amount? Never had one of these
before.

Communicate with the buyer.
They surely didn’t understand that they should have communicated with you before
opening the NSS: NSS may look like the (only) official procedure when there’s
a problem with an order.

PayPal claims are independant.  Buyers can always open a claim on PP.
