| I know there are lots of contests; but are we allowed to do raffles for rare
pieces?
ie: everyone who buys a X piece at Y price is entered in to the the raffle to
win Z gift?

Presumably they can get round it by making it into a competition of skill instead.
So everyone that places a qualifying order and manages to answer a quiz question
such as "How many studs does a 3001 brick have" correctly gets a chance
to win. That is what a lot of companies do here to make it a competition of skill
rather than gambling.
Whether this sort of thing actually generates orders is another matter. If the
pieces are rare, maybe it is better to sell them for their current value.

Ah, didn't see that one and now I'm curious how they got the idea too.
I had the opportunity to buy a for a pittance and thought it would
be more fun to sell actual tickets [P=3069bpb0584,1] and use the order numbers
for the raffle.
