| Recently I bought from a new seller. Everything seemed fine at first - the prices
were slightly smaller than other shops but nothing suspicious, the seller sent
photos of the sets I asked for, they sometimes were slow to communicate but they
did communicate. After I paid I waited for a few days for the seller to ship
the order and change the status. Nothing. I sent 3 or more messages via email
and bricklink on separate days - still nothing. Now I posted a NSS alert, still
no communication. The payment on my card is no longer just a reservation, the
sum is already transferred to the seller. However bricklink tells me to wait
2 weeks before I can cancel the order and that I should contact my card issuer
/ bank for a refund. Now I'd like to believe this is a misunderstanding but
then I looked at my invoice and the seller's address looks fake and I feel
anxious. Any thoughts when I should dispute the transaction with my bank, so
that I have a good chance to get my money back if the seller indeed turns out
to be a scammer?

Run the address through Google Maps or another online mapping service. If the
address is fake you should file a chargeback and contact your card issuer. The
Help desk has an option for reporting fraudulent sellers, use it sooner rather
than waiting, once you have verified that they are fraudulent.
Contact the authorities in your country and find out what options you have with
regards to this fraudulent seller, if any.
BrickLink will eventually remove the seller, if it can be proven that they're
fraudulent, it just takes time, as they have to verify that they are indeed looking
at a fraudulent seller.

| Thank you for sound advice. I googled the address - Google Maps cannot find it,
perhaps because it has no building number and the street is the same as some
mountain name in that country. Other search results point to a road close to
some farmland - there is one farmhouse, so perhaps it's a legitimate address
after all but a too obscure place for Google Maps.
The situation is still developing - my latest message mentioning chargeback as
my next step if there is no communication got a rather quick response.
They say they could not find packaging (for over a week?), now they found it
but are on vacation abroad. They asked if I can wait. No timeline on when they
would manage to ship or alternative option of cancellation and refund.
I'm not sure what to think - if the person is just somewhat irresponsible
or it's a stalling tactic. Honestly, all the sellers I've met before
communicated and shipped without issue and provided excellent service whether
they are a new or experienced seller. This kind of erratic behaviour is a first
for me.

Did you ask the seller for a refund? If so, then dispute the charge with your
bank and complete the NSS. If not, then explicitly ask for a refund, and if one
isn't forthcoming, follow up as above.

They have asked if you can wait. So say no and ask for a refund. If they can
access email then they can refund.

That's good. It is always better to sort this type of thing out person to
person, rather than involving PayPal.

| How did you pay? As different payment processors have different complaint times.
If through PayPal it is better to complain to them than to the bank.

| Yes, it was indeed a card payment. The store's only option was instant checkout
through Stripe.
My bank system offers me a link to start a dispute - I presume it would let me
initiate a chageback process with MasterCard.

It might be worth pursuing, if only to compel the seller to ship the package.
