This piece is not part of the Bricklink list. It's used on page 25 of the 3rd manual. It's also inventoried on the back of the 5th manual. I did notice that one of the set photos shown on the main page for this set has the fireman using the hose, but the assembly of the hose end is different than in the manual.

Redesigned during production.
There are at least 2 different versions of instructions for this set. The differences
for the second version are indicated in this inventory in the Alternate Items
section with Match ID 99.
Quick overview of redesign: The yellow 1 x 1 cone at the end of the fire hose
is inverted so the large end is pointing out. A yellow 1 x 1 round plate with
hole is added to the large end of the cone to hold the water plume.
