It does not make sense as we have 4 occurrences in Belville Fairy-Tale sets,
4 in Fabuland and 1 in Harry Potter.

It will be the same discussion as to why these bad boys are categorized differently:

And these examples show a different inconsistency: if it is deemed necessary
to place some of the decorated parts in the minifig category, why does poor Han
Solo get a designated minifig item ID (sw0984) whereas Captain America has to
make due with a lowly "pb" extension (instead of IDing him something
like shXXX)?

It was originally a Fabuland part in a Fabuland set. I have looked at the part
referenced in the set inventories and they all reference this part you mention
in your original post.
That is to say, if an inventory contains this part number, it is referring to
the part ID 2038 and stickered parts are listed as counterparts or stickered
parts.
I therefore do not see what you are trying to accomplish here. It would only
obscure the historical importance of the original Fabuland part mold it was created
from until recently.

This part has been added to the next round of catalog movements to occur on or
around May 1, 2023:
https://www.bricklink.com/help.asp?helpID=2571
It was added for three reasons:
(1) Its modern counterpart
that it shares a relationship with is already in the "Road Sign" category.
(2) It occurs in more sets outside of the Fabuland theme than in the Fabuland
theme.
(3) Generic part categories should be used as much as possible to categorize
things outside of theme-specific categories.
