This part has a variant for which the tread surface is flat and a variant for
which the surface is slightly rounded. The difference in diameter for these
tires is .2mm.

The flat Light Gray and White version are the oldest 1963-.
The Black version started to appear in service packs 1966-1967 and in set short
after that.
LEGO use the Flat version until the ran out then shifted toward the Black rounded
version.
The Black rounded version where/are easier to apply then the LG/W Flat version
for children.
