| Oh, I tried again. And again the next day. This is no good. Please present an
error message that is meaningful or fix the problem.
I had to make a manual refund through PayPal but now I'm still stuck with
3% BrickLink fee for this order.

I've read you'll need to refund through the refund-link on the original
payment on the Paypal website and then use the Refund button on the orders detailspage
to update the payment on Bricklink.

payment on the Paypal website and then use the Refund button on the orders detailspage
to update the payment on Bricklink.

This is not how it works (at least not how it used to work). I have always used
refund through BrickLink without problems when payment was done through BrickLink.

This is not how it works (at least not how it used to work). I have always used
refund through BrickLink without problems when payment was done through BrickLink.

I don't think BL automatically cancels the order if you refund in full -
and cancelling is how you get credit for the BL fee.

Not sure if you got any help with this. Here is what is happening:
If you have a linked bank account to your Paypal account, Paypal used to allow
you to issue a refund with funds from the linked account. They changed that
policy for refunds coming from 3rd party sites a few months ago. Now, you have
to have the full amount of the refund in your account balance for Paypal to process
the refund. This is especially bad because Paypal will immediately take the
fees out of a payment. So, unless you keep funds in your balance, you will be
unable to process the refund until you transfer money into your account.
Meanwhile your buyer has to wait for you to transfer money in. Paypal's
policies are ridiculous and getting worse all the time!
P.S. Bricklink technical support was of no help in discovering and resolving
this issue.

It makes sense that PayPal only allow you to refund from existing balance and
not via a bank transfer and especially not a debit or credit card. There is an
obvious scam where:
1) you sell something and you take a payment and withdraw it
2) you send nothing and the buyer complains
3) they initiate the refund but you don't have any balance so they take it
via your bank
4) you complain to the bank that it was a fraudulent transaction
The important part is (4) and whether it can be reversed by you, where PayPal
have taken money from your bank directly and you then complain to the bank that
it was not done with your permission. No doubt PayPal want to clear that one
up completely, and ensure that you are the one to request that money is transferred
from your bank. If they were to start losing cases with banks (or payment cards)
where they have initiated the transfer without your permission (even though you
owe them for the refund), then they are the victim of the scam. Clearly they
want to avoid that.
And of course, if yo don't pay what you owe, they can take other action -
often it will be by selling your debt to a debt collection agency to recover
a portion of it. And you then owe a debt to a debt collector.

| PayPal still allows refunds on unfunded balances (with a linked bank account)
so long as the refund is made through the PayPal website.
In the U.S. we are no longer able to do that since Bricklink collects the sales
tax from the payment, requiring the refund to come from the Bricklink website.
Of course the real issue here is that these changes are made with no notification
to end users, requiring us to spend endless hours trying to figure out what has
changed and to try to get support from either Bricklink or PayPal.
