What does "active elements only" mean? For white bricks 2x? it results in no
change in the listings when selected.

That parts list includes ancient bricks from the 1950s which are no longer purchasable.
I would assume these parts would be removed from the list when "active elements
only" is selected.

Where is the functionality documented? What does it mean?

When I check white 2x bricks, it changes from 896 to 859.

When looking at another category with fewer parts (Plant, Tree), I noticed that
the two parts that was removed did not have any stores selling it.

Therefore, I concluded that "active elements only" means that at least one store
sells that part.

It's a part of XP (v3) with no documentation.
The XP help center also links to the Studio forum instead of a XP help page.

I would suggest staying with the Classic BrickLink (v2).
