Unless your order has an open PayPal case, the likely cause is you don’t have
enough funds in your PayPal. The refund system for some reason isn’t capable
of pulling funds from your linked bank account, it only uses your PayPal funds.

Did you ever manage to sort this out as I've just tried to issue a refund
and it says "Something went wrong try again.

try removing all comments from the refund comment field and try again. If it
still doesn't work you can manually refund thru Paypal or stripe and then
click it again on bricklink and it should show all the refund info
