According to front box picture and commercial booklets 1 x 3069bpx28 is the regular part of the set and not an extra. It is barely seen but sp040 Spyrius Chief holds part 4360 with part 3069bpx28 attached the camera side.

I have the actual box, but it seems you don't need that.

Unfortunately, I didn't take pictures opening this set. Probably because
it was so simple and straightforward.

I am pretty sure the heads came attached to torsos in this set. I cannot prove
it. All the minifigs have been sold, parted out, or assembled to keep at this
point.

Definitely in that era the heads would have been attached to the torsos.

Unnecessary. It is definitely shown in a side picture.

But I'm not sure whether usage in a box picture is a standard that we use.
A set like this with no instructions is tricky and we have to figure out how
Lego counted the part count.

a tile like that would have been deemed an extra part.
