I opened several sealed sets the past years, none of them had an extra of these. Just opened another set, just 8 of them.

The box I just opened has only copyright year 1986, with

Both 1986 and 1986-1990 box have
 
Part No: 3856 Name: Shutter for Window 1 x 2 x 3

Parts: Window, Glass & Shutter {Green}
with groove around the edge.
