I would say:

https://www.bricklink.com/inventory.asp

and then

-enter -10% here: Put items on % off sale (enter 0 to remove sale)

click submit

- click on (select): Make sale prices (and all tier prices) the base prices.

and click submit again.

This should do the trick.
