Technically we would also need an entry for the figure without the stickers,
which would then go into the regular items section.
Could you submit him without the stickers?

I thought that I did and he was rejected. But maybe I didn't because a lot
of the non-stickered ones have been marked for delection.

I guess what all these have in common is that they are brick built. But the
pieces of this minifig aren't "minifig parts". If it is going to be approved
I am totally willing to add him.

Yes, and (more important) all of these are just a bunch of parts until the stickers
are applied, because they don't have a printed face.
But when a figure already has a face and the stickers just add extra details
(which is the case with most normal figures), we can add the non-stickered figure.
