So I placed an order with a BL seller and this order was shipped out and was
marked as delivered on June 13th 2022. I realized the next day that the package
was not delivered in our secure mail box, but hoped it had been delivered to
a neighbor that would be nice enough to deliver it.

I also immediately let the local post office know that I had not received it,
and also the seller.

After calling the local post office and getting brushed off, I finally got someone
there (99% of the time they don't answer the phone at all) that called the
carrier who said that she had keyed in the delivery (which they are not supposed
to do), but had never seen the package. So the local office was going to see
if they could locate it.

I never heard back from them so finally made a complaint online with USPS, and
they finally sent me an email indicating that the package was not actually delivered
and have now said there was something wrong with the label and or barcode. They
have indicated since there was no insurance on the package that they will not
reimburse me for the package.

I have sent several emails to the seller with very little response, and/or very
curt answers. I understand I am a seller as well that they don't want to
eat the order, but I am both out the money and the product. And I have done all
of the work to even get an answer as to what happened with my package.

What is BL terms of service on these types of issues, and any thoughts on what
I can do for recourse with USPS? It was sent first class.

The seller posted it and they have delivery confirmation. That is what bricklink
and PayPal will look at.

No idea about the USPS, but in Europe the sender has to file a complaint with
the post office, and should then get the money back. It takes some time, but
so far it worked for me.

If it’s been marked as delivered then the sellers role is finished. If the seller
has it returned to them they should reship it out but there isn’t anything else
for them to do since it’s marked as delivered. Most times the seller takes the
hit for lost orders but in cases like this where it was marked as delivered the
seller shouldn’t take the hit otherwise they would have 0 seller protection ever.
I would take the loss and move on.

USPS won't do anything.
