Could just be I can’t find the right torso but this appears to be 973pb1218c01
but with some of the print not applied.

Interested to hear others thoughts on this. Found in bulk Lego lot. Top of torso
is stamped Lego.

It's a common misprint. It has been posted in the forums many times.
