I received this message today:

I am from Saudi Arabia and I have a USA forward mail box in Delaware. Also interested
in your store and I have some questions before placing an order.

-Some questions:
1) Can you hold the shipment for a while after receiving the payment (as I might
add more orders to be shipped together and save on international shipping cost)
?

2) I might place more orders during the hold period that can be shipped together
when I let you know that I am ready to be able to ship the orders. (to reduce
shipping cost)

I have no clue how to handle this.

I would ask them to either save all their orders up and place one order, or have
a manual invoice setting and don't invoice until they are ready and do one
invoice for all. Then one shipment equals one payment. Others if they pay using
PayPal for two orders and you send only one parcel (with tracking) they can claim
one did not arrive.

Thank you for this answer.

He could be saying that he is ordering from different places and wants all orders
to arrive at the freight forwarder at the same time to avoid many shipping fees.

This is exactly what's happening IMO

also for the OP this isn't a weird request FWIW

Just leave an invoiced order open, tell them you wont pull until they are done.
Until they pay they can just add it on.

You have only two problems.
1. if the time between payment and shipping is too long, Paypal may rule in favor
of the buyer if the buyer opens a case for some reason.
2. if the shipping address doesn't match Paypal's, you have no seller
protection.

I would create a shipping method 'Leave Order Open' and get them to let
you know when they are done adding to it. That way you invoice them once when
they are finished.
