If he has three NSS, he is not allowed to sell anything on BL.
To get the money back, file a complaint with the police.

Bricklink won't do anything here concerning charges, as it is your word against
his. As you opted to pay through bank transfer rather than using paypal or similar
where there is some protection, you will have to go to your bank and probably
involve police too if you want to take it further. Of course, a police case is
completely independent of the outcome of a NSS on bricklink.

Sorry to hear for the bad experience with Bricklink.
I see his store is closed now. Maybe he is on holliday or something?
Have you send him email with the Bricklink messenger or trough his email?
Sometimes messages from strangers arrive in the spam-folder.
Hopefully for you it will gonna be fixed. It is a big amount of money.

By their feedback score, it looks like this seller has had many problems with
shipping and response time. I do hope they return to running their shop and refund
your money promptly. Definitely complete the NSS as they will have to refund
to remove it.
In the future, a large feedback number is not the same as good feedback. They
have tons of Neutral and Negative feedback and their responses to customer complaints
are defensive and occasionally rude. You need to actually check this part of
the feedback to know what kind of seller you are dealing with.

NSS can be only removed by Administration for valid reasons, like a proof you've
received (signature or code) for example, or the NSS is completely unjustified,
etc.

For what it's worth, my order is marked shipped and he did not provide a
tracking number, but I got an email from the Nederland Post saying a package
is coming to me from him, so I believe it was really sent. When it hits customs
in the US, USPS will give me the customs number and then I'll be able to
track from there.

| My package arrived several days ago and I could not tell from the labels what
carrier brought it. It was not USPS. It never went through their system. UPS
also notifies me when a package is coming. It could have been Fedex or some
carrier I don't watch. I don't understand it. But it arrived.
My impression is that he is not a scammer. Just not a prompt shipper and not
great with customer service.
