| If someone from Netherlands orders from Canada, do I have to ship with tracking?
If not what happens if they do not get the package?

Depends on what you agree beforehand. We usually send out every order in a tracked
parcel with some form of insurance against loss or damage. If your customer
does insist on cheaper shipping and he is okay with a potential loss we had sent
out parcels like that. With a form of written agreement from the customer.
To be on the safe site I would say you send it with tracking.

No matter how you ship it, you are the responsible party to make sure the order
gets to the buyer. If you agree to ship without tracking, you are taking on
the risk of not knowing if it ever arrives. Some sellers won't do this,
others will. If the order is paid with Paypal, you have no shipping confirmation
and would have little to no chance of winning a claim.
On the other hand, if it is a small order of low value that you wouldn't
be hurt if it gets lost, have at it.
