I got a small order from a buyer with zero feedback on Feb 13 2022, buyer didn't
pay and I asked through message if he would be paying. No response from the buyer.

On Feb 21 2022 I flagged the order as NBP and gave negative feedback.

I forgot to cancel that order and on Apr 7 2022 I received and email from Bricklink
stating : "Status of order ######## was changed from NPB to Pending by BrickLink
Administration on ..."

Buyer doesn't seem to be active as there is no further feedback attached
to his profile.
Is this an automated process? Should one cancel a NPB order after certain time
from reporting?

NPB is a 2 step process. You report it, wait a week, and then complete it. If
you didn't complete it then it will not happen automatically.

In that thread the seller got this further email from admin:
  Thank you for contacting us.
The status has been reset for our own records. As the NPB alert hasn't been completed on the seller's side within the 10 days as per BrickLink policy, this order is going to remain in Pending status from now on to show there used to be an alert in place. If the NPB status had been completed, the NPB would have stayed on the buyer's account permanently with 3 of them resulting in permanent shutdown.
No action is needed on your side.

Now my question on this is: if the order is still within six months from date
of order, can the buyer start an NRS/NSS and/or give negative feedback?
Especially near the end of the six months, just before it gets purged, so you
can't counter it.
