We just found a bag of them from 4981 set. Cannot seem to find any listing for
the crabby patty robot.

Any ideas how to list them?

I do believe they used to be listed under "4981 incomplete" just robot but I
do not see them anymore. I also believe that screwed up the pricing for the
set so I am glad that was fixed.

Create a minifigure entry? That's typically what's done for robots

It wouldn't screw up the price guide if listed as an incomplete set. Just
filter out incomplete.
