I am happy to sell parts and minifigures worldwide with small exceptions. For
sets though I am really not set-up to sell them worldwide I would prefer to only
sell in Canada. Is there a way to restrict them?

The only way that I can think of, is to have a separate shipping method for sets.
You can do this by setting a maximum size (in package restrictions and adjustments
section) for your parts and minifigs with destination set to anywhere (or automate
it by setting prices for shipping to individual countries).

Then have a Canada only shipping method that allows for bigger sizes then in
the other shipping methods.

So for example you could have these shipping methods:
Canada Lettermail
US Small Packet up to 500 g
US Tracked Package up to 500 g
International up to 500 g
Canada Package no restrictions
