The complementary question is simpler to answer (but still complicated):

The countries for which BL has to and does collect VAT are:
— UK (below £135),
— the EU countries (below €150 of “intrinsic value” (= LEGO, not shipping)).

Here’s a list of the EU countries and their territories, and how VAT applies
or not to them (also includes countries and territories not part of EU but subject
to some EU VAT and customs rules):

Note that EU businesses, when buying, can now choose not to have BL collect their
