Based on 2 used boxed sets I own and my Road Signs Timeline in progress.
I changed the undetermined 649pb10 to 649pb10b
Although I am not sure both 649pb10b and 649pb08a ever came in this set, which was sold in 1975-1976. But 649pb10a came in 1980, so definately never came in this set.
