| "We have been alerted by the USPS that they will also be temporarily suspending
service into Russia on March 11, 2022, due to unavailable transportation as a
result of widespread cancellations and restrictions into the area.
At this time, there is no available service, so we ask that you refrain from
sending material destined to Russia. If your material to Russia is received
by APC accidentally, we will ship once restrictions have been lifted and service
resumes.
Please note that we are in constant communication with the USPS and other carriers
and will alert you with any changes.
We apologize for this inconvenience.
Sincerely,
APC Postal Logistics"

Checking USPS Service Alerts, there is nothing there to corroborate this. There
was a pair of mentions, on 8 March, concerning the suspension of GXG Global Express
Guaranteed, to both countries involved in the conflict.

| Nita,
APC is one of USPS largest consolidators, I'm assuming their information
is solid. During covid they tended to be several days ahead of USPS's website.

I can confirm this was announced by the USPS on their call to all USPS's
consolidators on Wednesday the 9th.

No disrespect to you or your sources, but the only information available to the
public, as of the evening of March 10th, is the suspension of GXG.
It has always been my view that consolidators (for international movement) were
operating in parallel with the normal USPS international freight movements. For
inbound to the USA, the consolidator would move it in, clear customs, then inject
into the USPS mailstream at either a network processing plant or a regional processing
plant. That the consolidators may be having serious problems moving things in
and out of those two countries, is no surprise, and may be justification for
USPS asking them to back off. The situation is beyond fluid, and could change
at any hour of the day or night.

| Nita,
I'm not really what to say, I work a lot in international shipping and was
provided the meeting notes by my APC rep which were very explicit this was USPS
wide suspension. I'm sorry this didn't convince you but I hope it gave
everyone else a few days warning.
As promised service is suspended: https://about.usps.com/newsroom/service-alerts/international/welcome.htm
Kind Regards,
Andrew
