I am going to lose my mind! An unopened box was purchased $875. Leaving Chicago
to Italy. Took 2 months before leaving Chicago and buyer thought it was lost
but tracking showed it was moving. Buyer filed a dispute with me and, of course,
PayPal always sides with buyer so buyer was refunded all 927.15 and I had to
pay a $15 dispute fee. Fast forward and I happen to check the tracking number
only to find out it was delivered 2weeks after the dispute! I reopen the dispute
and give them proof I paid shipping and gave them a tracking number. Today I
have been informed that I did NOT prove the buyer received this shipment so I
don’t get paid! WHAT??!!! I don’t know what to do. Please help me.

Yeah, this seems to be a common theme these days… Long international transit
times leading to PayPal disputes and lost money for sellers.

Unfortunately, I'm not sure that there is much that you can do about it now.
PayPal is the ultimate authority for these kind of transactions. You could always
contact your bank, but I'm not sure that there is much that they can do about
it, either. My advice is that if you cannot afford to lose it, insure it. Even
then, you may not get your money back because the package was ultimately delivered,
but it's better than nothing…

Look on marketplace forums, here and elsewhere, see where this type of problem
occurs a lot, take into account the country size, and decide for yourself.

I think it’s more about the buyer and only somewhat about the country. Yes some
shipments take the long way but when you work with someone that has patience
it helps.

Part of the problem is something called instant gratification. It is the
driving force behind many orders. Most people have some patience, but it wears
thin after a while. Eventually (despite the honesty of the seller and postal
authorities) their patience runs out, and they turn to the payment service, in
an attempt to assuage their hurt feelings (by forcing a refund). it is one of
the primary reasons I will not sell internationally, because I have no control
over the delivery speed nor the payment service.

As a side note, I am aware of one prominent BL seller who is currently on holiday
in a small African country. The postal service there is so bad, that no one uses
it. Ever. DHL is the only semi reliable way to get packages in or out of that
country. Curiously there are no registered BL sellers or buyers in that country.

buyers will not stand for that, because they want that right of reversal.

What has been lost in all of this is reputation. Reputation is supposed to separate
the honest sellers from the less than honest ones. A variety of reasons have
all conspired to make a situation where no one trusts anyone. It's sad, but
that is how it is today.

Yes, doing that is likely to lose a seller sales, including domestic ones. If
someone identifies that selling to country X, Y or Z poses a significant risk
but they rarely get purchasers from those countries, then cutting out those
countries is one way of reducing the risk at little cost. Especially if domestic
buyers are likely to purchase the same items anyway.

Not all is lost. I had another one that was 3.5 months and I eventually got it
back then sent out again using UPS (3x cost) and the buyer was really great to
work with. I can’t do international anymore-too much headache

(1) add tracking information to your PayPal activity
(2) respond when the buyer opened a case

If both were done, I see PayPal seller protection shall prevail. I just have
a recent case like that (Hope I can resolve it without the need to win a PayPal
case)

(I also read others contributing points like "signature requirement", something
I am not 100% familiar as I seldom do very large orders)

I printed from PayPal so there’s a tracking number and responded right away!
UPDATE - PayPal will not side with me because when it was delivered and address
was not furnished so now it is up to the Italian post to give me the address
that they delivered it to but they are not responding. PayPal will not reverse
their decision to side with the buyer until they have evidence that it was delivered
to the address that was given to me. USPS does not have the information because
it’s switched to Poste Italiane and there isn’t any tracking on their site that
I can see.

So the tracking worked only until the parcel was in the USA? this is called "partial
tracking" and USPS has this cheap option that comes with no insurance neither.
With this option, you don't have any seller's protection.

It started in US. The tracking says delivered but no address provided. I called
USPS but they said the company with the address is the one in Italy.

their decision to side with the buyer until they have evidence that it was delivered
to the address that was given to me. USPS does not have the information because
it’s switched to Poste Italiane and there isn’t any tracking on their site that
I can see.

So the tracking worked only until the parcel was in the USA? this is called "partial
tracking" and USPS has this cheap option that comes with no insurance neither.
With this option, you don't have any seller's protection.

It started in US. The tracking says delivered but no address provided. I called
USPS but they said the company with the address is the one in Italy.

what shipping method of USPS did you choose to ship?

Did you obtain signature confirmation? PayPal seller protection requires it for
any transaction over $750.

there this week. Seems to 'get lost' on both sides of the pond, and then,
after about 4-5 months, pops up. I had one of my last Buyers initiate a Paypal
dispute over it, despite my urging them to please, please, PLEASE! be patient.
The package arrived a few days before the dispute was set to go in their favor.
Needless to say, they were unhappy about the very long transit time, but what
can Sellers do? Quit selling to Italy, I suppose. And other International destinations.
Perhaps that is what the postal agencies and Countries want. *shrug*

I often wonder what it would take to make international shipping faster and less
expensive. If people can ship within the EU without hassle, then how hard would
it be to do the same for US to EU? New York is not much closer to Los Angeles
than London or Paris.

It seems to depend on the country, though. Never had problems to UK or France.

To any US sellers reading this:

The USPS does NOT have any service that can fully track international shipments.
The tracking you get from USPS - *even on the most expensive services they offer*
- ends at the border of the destination country.

This is important because if you send a shipment to another country (especially
one valued as highly as the one OP cites) you will NOT be able to prove delivery
in a dispute.

As much as I do not usually care for UPS or FedEx, they DO have international
shipment options that carry the package all the way to the addressee, and can
therefore provide FULL delivery confirmation. Of course, they are much more expensive
than USPS.
