Pending means soemone is working on the inventory and submitted at least part
of the data. If they were unable to finish it, the admins would release the inventory
so another member can submit it.

Someone started work on it a while ago, and then they probably just stopped.
We give users a reasonable amount of time to complete and finish an inventory,
but if they fail to meet those reasonable expectations, then the inventory is
deleted and released back into the system for someone else to do. That is most
likely what happened here, since the inventory had not been updated in quite
some time.

I had asked the submitter about this last week and they said they are still working
on it and are planning to add the new parts. But now it seems they decided not
to finish it soon and deleted it. It was not me who removed the pending inventory.
