I received an order from a buyer with zero feedback, two weeks old account. The
following address was given:

DE 00000
USA

According to his IP adress he is from Illinois, Chicago. Isn't it against
the TOS?

He also chose IBAN as payment method so it looks extra strange to me.

What would you do?

DE stands for Delaware not for Deutschland. Sales TAX rate is 0% in Delaware...

DE stands for Delaware not for Deutschland. Sales TAX rate is 0% in Delaware...

This is, as far as I know, expensive but it is not impossible.

This is, as far as I know, expensive but it is not impossible.

I would assume he is trying to avoid Illinois sales TAX (according to his IP
address as mentioned) which is 6.25% AFAIK.

I wouldn't make a big deal about the IP address (people use VPNs, etc.) but
the shipping address isn't right.

IP addresses can be very misleading, as many people are using mobile devices,
and the big carriers are running CG-NAT. I'm in Florida, but my hotspot IP
address sometimes suggests I'm in Texas. It also possible that the buyer
is connecting via a VPN, and they VPN's exit point to the net may be in Illinois.

Delaware is one state, along with Oregon, where freight forwarders are commonly
located. It is also (because of the zero sales tax) one of the few states that
BL sellers can ship to, without having onsite enabled.

The IBAN is perplexing, as US buyers would have to use wire-transfer (via SWIFT)
to achieve that payment type to a European seller. Wire transfer fees are usually
high, so the order would need to be high as well.

It almost sounds like someone is trying to avoid the usual places that limit
their ability to order, without have full knowledge of the consequences. If the
buyer truly has IBAN access, they may not be in the USA at all, and are using
the freight forwarder to obscure their actual location.

I dislike freight forwarders in general, as the seller has no visibility to where
the package will actually be delivered. That is very opaque. There is no clarity
whatsoever.

What would you do?

I would say that they are trying to potentially avoid local sales tax and your
Paypal fees. Either way the address provided is invalid so you can process the
order. I would reach out to the buy and ask them to provide a valid address
to start and then go from there.
