| Why on quite a few non-USA-based Sellers' Terms pages does it list the USA
as a country to which the Seller ships, but then a notice at the top of the page
states: Seller does not support orders shipping to New Mexico? Are foreigners
unaware that New Mexico is a USA state??

If US states could be selected/unselected for shipping then New Mexico (in this
case) would have been unselected. But BrickLink allows for countries only to
be selected/unselected.
So, it is no that foreigners don't know New Mexico is a USA state but that
it can't be unselected.
Why sellers do not want to ship to New Mexico? Tax issues? Shipping issues?

Many sellers, like myself, do not accept onsite payment. Therefore, they cannot
sell through BL to most states in the USA.

It means that the seller doesn't have Online payment enabled that would allow
BrickLink to collect and remit the required state sales tax.

No, sellers can’t block US states individually. USA is one country, it’s all
states or none.
But BL has to collect Sale Tax in most US states now. And to do that, BL needs
the payment to be with PayPal Onsite (not “regular” PayPal) or Stripe. So when
the seller doesn’t offer such payment mothed, BL says “they don’t ship to you,”
while it actually means “we’re blocking you from buying because we can’t follow
the law.”
You can contact the sellers and redirect them to the help page: https://www.bricklink.com/help.asp?helpID=2467
Lots of sellers still don’t know about that.

But buyers from states without sales tax can shop in my store. They will not
receive any notification.

I think there are actually five at the moment, that do not have sales tax on
internet purchases: Alaska, Delaware, Montana, New Hampshire, Oregon.

I was jokingly referring to the number of buyers concerned
Sorry, that was a bit of a kneejerk sarcasm when I read “people from elsewhere
can buy from me!” as an answer to someone who can’t.

Ah, I thought "both of them" was a reference to states, e.g. Delaware and Oregon

I get lots of New Mexico, California and other "restricted" state sales. It is
because that seller is not setup in a way that collects sales tax for your state
