I can sell to OR but not to CA. Why?

CA has a sales tax, OR does not. You can sell to the two or three states that
don't have a sales tax. To sell to the rest of the US you need to have instant
checkout activated.

Thank you.

That info is incorrect. You don't need instant checkout, but rather onsite
payment so that BL can collect the sales tax.

Instant Checkout isn't necessary but Onsite payment (PayPal or Stripe) is.
