Hello,
I would like to know the process to add a stickered counterpart which I know
exists, but I don't possess. In reading the Help page for adding a part,
it says that one should not send in a request to add a part that one does not
possess.

In my situation, I bought a used set 42069-1, and it is missing the stickered
black 98281. I know this part exists because it is plainly visible in the set
image, and I see that all of the other stickered counterparts for this set are
listed in the set inventory. I want to order this part, but cannot add it to
my Want List if it's not in the inventory catalog.

We don't really add stickered counterpart entries to the catalog without
an image, because people need to know what the part is and what is on it.

If I were you, I would just order a new sticker sheet from the set. The prices
for the sticker sheet are very cheap:

Otherwise, you may be waiting a while for someone to submit the part to the catalog
and then actually have one for sale show up.

Otherwise, it's a catch-22 situation: I can't order the part if I don't
have a picture, yet I can't get a picture if I can't order the part.

On the other hand, if the part isn't in the catalogue, it might be difficult
to find a seller that is listing it! It could be months before someone lists
one even after the part is added.

Not local to you but this seller has a listing under the plain black part but
with the stickers you need:
