So Light Blue doesn't exist?

It doesn't. If 'Light Blue' is being used AT ALL past 2003, it should
only be in "floor cleaning" sets (its only appearance past 2003 is in a set Bricklink
cannot inventory because the set had random parts). There are a lot of 'Light
Blue' parts on Bricklink that aren't actually Light Blue. The Primo and
Baby bricks are the messiest, as far as I can tell. Most of those parts are either
Sky Blue or Bright Light Blue. Light Blue should've only come in 12 parts
(excluding dresses, TLG 188 Tiny Blue, and I'm not sure about set 4341.)
Light Blue (outside of dresses and clothing) only appeared in about 11 sets from
1995-2003. Anything after that is either Sky Blue, Medium Blue, or Bright Light
Blue (belvskirt11 should probably just be left alone). I don't know of anyone
with large quantities of Primo/Baby bricks, but the catalog photos clearly do
not display 'Light Blue'. Light Blue is FAR too pale to be any of these
parts.

So Light Blue doesn't exist?

If you're at all interested in Primo/Baby sets, my guess is that most of
those parts are actually Medium Blue. Some of the figures are made of some Medium
Blue, a color that is consistent with other parts in the same render. Pretty
sure the planes, bricks, and other funky parts are Medium Blue, but those sets
aren't inventoried on LEGO.com, so there's no reference apart from BL
and other photos.
