| So I've got some neon test bricks, but they don't exactly match their
respective bb1001 parts and I was wondering if there's an issue similar to
Rust, in that the perhaps the type of plastic is why the color looks a bit off

Put another way, if Rust color parts are actually TLG 21; might the same be
true for these test bricks vs. the kind of plastic used for watch bands?
Any additional info on Rust, Neon colors, or really any of the watch band colors
would be much appreciated.

I'm sorry I can't offer up any information about your question, but I
wanted to complement the tiles you used to identify both the LEGO and BL color
names. Did you make those yourself?

| I made those using old dot matrix label sheets... just printed onto with a color
printer and hand-cut. When used on an old off-color plate, they look fine; but
against something newer/whiter, the yellowing makes them stand out, so I have
it in mind to make some newer stickers with vinyl and using a Cricut for a better
cut.
