| I can't seem to find this in my settings...
When viewing a catalog item, I would like the "Items for Sale" tab to default
to seeing sellers located in Canada, and New condition. Is this possible, or
do I have to select those two fields and filter every time?

You can select "new" as default setting, but not the seller location.
