I have an international buyer who wants to buy a 2 price large instruction book.
It’s 11oz before adding any packaging material. Is the cheapest shipping really
$25.50 for a large envelope?

Probably pretty close, you can sign up for Pirate ship simple export rate and
see what that might be.

There is First-Class Mail International Large Envelope. However, the value of
the contents must be zero, Max. length 15", height 12" or thickness 3/4" and
max weight is 15 ounces:

Obviously, the value of the instructions is more than zero, but this is the only
other option, otherwise it's considered a package and costs ~ $25.50.
