what's the catch here? 25 or 19 are too high for a lego?

No, it’s that all Lego 3068b tiles say LEGO on them. Even the old grooveless
tiles (yellow, gray) say at least “Pat Pend.”.

The single exception I know of (cobalt blue) is a rare prototype tile.

I’ve seen enough Megabloks tiles to know that the font and positioning of the
numbers on yours matches MB

…as well as the four circles in the OP’s picture. Lego’s ejector pin marks are
smaller and more subtle.
