In general who is responsible for marking an order "complete"? As a buyer I do
this once I've received the order and it is complete. As a seller I'm
not sure how long to wait before closing out the order. For instance an order
was shipped and delivered over two weeks ago, the buyer has yet to mark it received
or complete. Is it rude to close the order out myself? What is the proper etiquette
in this scenario?

Personally I don't ever mark an order complete - I simply file it after about
a month so I don't see it any more. I think it is the buyers' prerogative,
I honestly don't think sellers should be able to mark orders complete.

As a seller, I tend to mark it 'completed' after 3 weeks from being delivered.
Few reasons, 1, I have some mental issue with filing away an order in 'shipped'
status, and having it only be 'shipped' months later.
Also, I want to have some level of responsibility on the buyer. I state in the
terms and the 'drive thru' message that they have 3 weeks to look thru
the order and make sure all is well. After 3 weeks, I'm not liable for issues.
I certainly still may make an effort, depending on the situation. Thing is, I've
read about buyers who leave packages on their desk, unopened, for months, as
they "aren't to that point in their project" to need those pieces, so they
don't open it yet. I call BS on that (sorry), and say that if you wait 3
months, and find that a part is missing, sorry. Please check it upon receipt,
let me know of issues, and we go from there.
I've had no issues with that system yet.

Personally as a seller I mark the order complete 3 weeks after the moment I think
the buyer got the package. I got some international orders and for some countries
it takes a while for a package to get there (at most 20 days). I find 3 weeks
a reasonable time for the buyer to verify the order after I presume they got
the package.
