I assume you want to add this as an alternate. I think we can even remove 30389b
here, but could you still tell us the source for this request please?

Sorting out the box with my childhood blocks i only found the c version of the
block.
It's really difficult/impossible to see the actual part on the instructions.
Lego.com also lists the c version as a replacement part.
Considering the release year of the set i believe it's the c version.

block.

Considering the release year of the set i believe it's the c version.

Instructions and parts list do not count here because ~2002 is right when the
new variant (with x axle hole) was introduced so we need proof from an actual
set. From what I understand you got this set (in new condition?) at that time
and you are checking your childhood sets these days and there is only the c version
for this set?
