| Why isn't it possible to set payment fees in the Edit Store, but only for
shipping?
Wouldn't that be better?
Each payment has different fees.

I asumme you're talking about Paypal fees, in which case you are not allowed
to charge the customer extra for choosing Paypal. According to their policy,
you can't charge the customer any extra for using PayPal then you charge
for other payment methods. So technically you can charge them extra, but you
would have to do the same for the other payment methods.
I must admit that many webshops actually do charge extra. Personally I've
set an additional fee of € 1,- when an order is below € 10,00. This way I don't
lose money, because the customer wants to pay with PayPal.

This varies per country. In the Netherlands it's allowed to charge PayPal
fees (and not uncommon).
