| Did you respond to the NSS before they were completed with evidence of your refunds?
If not, then that is probably why.

and we give them all refunds or $100 coupons for the problem of their missing
order. Or receive an order with 1 missing piece and give them a $15 refund for
a $1’part. Or we work with other stores to buy or ship the parts to the customer.
