Why I think it's not a utensil:
It doesn't represent anything, like a guitar, a shovel, a suitcase etc. It
is used to make minifigs jump or fly, so it's at best a utensil for the builder,
but not in-world.
(Utensil = "For items that cannot be worn, are intended for minifigure use, and
are not weapons. Some may also be used by micro and mini dolls.")

Why I think it's a bar:
It's basically a bar with a stud, much like this:

32828 Bar 1L with 1 x 1 Round Plate with Hollow Stud
Parts: Bar

And we're likely to see more and more uses where it's simply used for
its shape and not as a minifig stand. After all, the 3x4 bases of collectible
minifigs are 'tile modified' too even though they debuted as minifig
stands.

I wholeheartedly agree. I wonder why it's in utensil in the first place?
When it's paired with Minifgures, 99% of the time, they don't hold it.
It holds them! Take this bar for example:

Parts: Bar {Trans-Clear}
A common use is to support Minifigures so they look like they're flying and
whatnot, yet unlike 65578, we find it under Bar... because it looks like a bar
with some studs, just like 65578.

It is a bar with a stud.

Or it is a stud with a bar.

It is not a utensil, as if Mr. Minifigure asks Mrs. Minifigure, "Honey, where's
my Posing Stand?" and Mrs. Minifig answers him, "Junior Minifigure needed to
use it for his posing project for school", and Mr. Minifig replies in a panic,
"But I've got a serious posing session starting in five minutes! My boss
is going to kill me!"

I agree. I will see about getting this one added to the movement list, also.
