I confirmed the inventory for that set from a sealed set and still have it. That
set did not come with a plain white minifigure head.

I confirmed the inventory for that set from a sealed set and still have it. That
set did not come with a plain white minifigure head.

It is probably assumed that a white head is holding the cowl. What is actually
holding it?

Is it just me or has LEGO been sending out more sets with missing or incorrect
parts in recent years?
Our Assembly Square was missing 5 of the 1x1 sloped tiles that go on the turret
above the bakery, and our Howgarts was missing 5 different pieces, along with
getting a 1x8 brown one instead of the 1x6. Is QA slipping or am I just having
bad luck?

I could count on one hand the number of missing parts I have experienced from
LEGO after opening sets for almost 15 years. So, no, I don't believe it is
a trend.
It is, however, very easy to miss small parts in big builds, and I would suggest
a second perusal of bags and instructions when this occurs.
