Can I (seller) cancel the order immediately it was made, becouse I dont have
all the items buyer order

(Seller did not have items after order was submitted)

I can, but it is valid reason?

Sure, but perhaps contact your buyer beforehand if that's not already done.

Indeed contact the buyer.
You could also do an Order Item Removal Request if the buyer still wants the
other items

I think this reason for cancellation applies to the buyer in the first place.
The correct sequence would be:
1) Ask the buyer if he/she would like to cancel the order or go ahead with the
order despite the missing items. You should mention also refund options for the
missing items.
2) If buyer agrees to go ahead with the order, you can initiate an item removal
request. Otherwise, buyer should initiate an order cancel request.

Sometimes buyers place an order because of one or few specific items they are
in great need of. And add some parts they can anyway use to the order. Sometimes
to meet a minimum buy or to make shipping more economic. If this item is missing,
buyer may want to cancel. If the desired item is not missing, buyer may want
to go ahead with the order.

I would also suggest that in case you as the seller can not supply some of the
items in the order, you should not ask the buyer to meet the minimum buy any
more. It was not the buyer who brought the order below that threshold.
