A good question.
Could it be the semantics of the two terms, container and utensil? Iow, one used
to store or contain, and the other to cook?
If so, that’s kinda thin, as utensils can also be containers or visa versa, and
buckets used to carry
Think I’ll quit while I'm behind

Here's my thoughts.
A container is something to store items or liquids, usually long term (my personal
definition).
Buckets would fall into that definition, hence why they are in the container
category.
A pot is usually food related and is mostly used for cooking and not really for
storage, so it wouldn't really fall into the container category, but better
as a utensil.
And since items can't be in more than one category, the handles have to go
into one or the other.

You're right a container is for storage, I just looked up the definition:
Container - For items intended to be used for storage and their accessories.
But bucket are not for storage any more than pots are; Buckets are for transportation,
like suitcases. And although it's not part of the definition, besides buckets
none of the containers are intended for minifigs to carry. Also, they cannot
hold any lego items (while the pot actually can )
Good point pots are food related and I guess it could be what caused this situation,
but I hope it wasn't intended like this... I don't care so much where
these are, but to draw the line right in between them seems the worst place to
me (especially since they both use the same handle). Food/cooking isn't a
relevant parameter for the utensil definition, so.. I'd say all of them in
utensil

There is no change log for the pot having been in any other category than "Minifigure,
Utensil", so I don't know where you got that information from. Likewise,
the other three have always been in "Minifigure, Container". It looks like another
case of simple inconsistency stemming from miscategorization from the beginning.
Luckily for us, we now have category definitions that we can look to:
https://www.bricklink.com/help.asp?helpID=1568
"Container - For items intended to be used for storage and their accessories."
"Minifigure, Utensil - For items that cannot be worn, are intended for
minifigure use, and are not weapons. Some may also be used by micro and mini
dolls."
I believe that it is pretty obvious that none of them fit the definition of "Container",
and the rest of the admin team agreed. Therefore, they should all be in the "Minifigure,
Utensil" category.
I have added the three items currently in the "Container" category to the list
of proposed changes for October 1:

Thank you for bringing this to our attention.
Cheers,
Randy
